CHB Consulting Inc. specializes in the management of associations, web page design and management, lobbying, ranch consulting, and project management. Currently managing and lobbying for the Texas Ag Industries Association, managing educational requirements for the Certified Crop Advisors, operating a registered Brangus herd and working to implement brush control projects that help restore surface water.

Assistant Commissioner for Pesticide Programs, Texas Department of Agriculture

April l996- December 2002

I served as the Assistant Commissioner for Pesticide Programs for The Texas Department of Agriculture under both Rick Perry and Susan Combs.  As Assistant Commissioner for the Pesticide Programs, I represent the Texas Department of Agriculture (TDA) as the state lead agency for pesticides in Texas under Chapter 76 of the Texas Agriculture Code.  TDA also has a cooperative agreement with the Environmental Protection Agency (EPA) to enforce the rules under the Federal Insecticide Fungicide Rodenticide Act (FIFRA).  The Pesticide Division is made up of six programs:

Pesticide Registration          

Worker Protection and Certification and Training of Applicators

Endangered Species                

Program Development and Quality Insurance

Pesticide Lab                        

Risk Assessment and Toxicology

The Pesticide Program consistently received positive evaluations from the Environmental Protection Agency for a strong commitment to enforcing federal and state pesticide regulations.  EPA also praised TDA for innovations in pesticide registration, for endangered species protection, for training Mexico’s pesticide inspectors, and for work done on the Surface Water Protection Committee.  As Assistant Commissioner, I routinely made speeches to commodity groups around the state. I served as a member of the Department’s Senior Staff and was responsible for the Pesticide Division’s budgeting of funds, managing of diverse personnel, and ensuring all reporting and correspondence was correct and timely.  I was responsible for grant applications from the initiation stage through the disbursement of funds.
